DOT Consortium & TPA Services in Oakland, CA
Oakland's seaport is the busiest in Northern California and moves nearly all of the region's containerized goods, which puts a steady stream of drayage trucks on the streets around the Port of Oakland. Fleets working this corridor need a DOT Drug & Alcohol Clearinghouse program that supports tight dispatch windows and frequent driver turnover.
What is a DOT consortium / C/TPA?
As a consortium and third-party administrator, we run the random testing pool that DOT-regulated employers are required to maintain under 49 CFR Part 382, so you do not have to build one. Our work covers selecting drivers, notifying your contact, arranging collections, running Clearinghouse queries, coordinating with the MRO, and keeping the records.
Why it matters in Oakland
The Port of Oakland is among the busiest in the country, and trucks leave it for rail, local warehouses, and customers across the Central Valley and the Bay Area. Many carriers here are small, family-run drayage and delivery companies that cannot justify a stand-alone program for a few drivers. Drivers also move between port runs and regional work in the same week, and every one of them stays in the same random pool wherever they drive. A consortium fits that pattern because enrollment follows the driver count, not the routes.
Pricing
Consortium enrollment is priced by fleet size: $99 for 1 driver, $199 for 2-5 drivers, $349 for 6-15 drivers, $499 for 16-25 drivers, and $749 for 26-50 drivers. Fleets above 50 drivers receive a custom quote.
Get Me CompliantFrequently asked questions
Do port drivers and regional drivers go in separate pools?
No. Every CDL driver you employ is part of your random testing pool no matter which routes they run in a given week. Selection is random across all of them.
A driver left us and joined another carrier. What do we need to do?
Tell us the date the driver stopped performing safety-sensitive work for you so we can remove the driver from your pool. The new employer will run its own pre-employment Clearinghouse query.
Do we have to train supervisors?
Yes. Supervisors who may need to decide on reasonable suspicion testing must have training: one hour on alcohol misuse and one hour on drug use. We can point you to the training so the certificates are on file.
What if a driver is in an accident near the port?
Post-accident testing has strict windows: alcohol within 8 hours and drugs within 32 hours when the accident meets the DOT criteria. Call us right away so we can help arrange the collection and keep the paperwork straight.
