What is a DOT Consortium?
A DOT consortium is a pool of DOT-regulated employers whose drivers are grouped together for random drug and alcohol testing selection. Instead of managing random selections yourself, your drivers are pooled with others and randomly selected throughout the year to meet federal minimum testing rates.
For small carriers and owner-operators with fewer than 20 drivers, joining a consortium is not just convenient — it is often the most practical and cost-effective way to stay DOT compliant.

What is a C/TPA?
A C/TPA — Consortium and Third-Party Administrator — is a company that manages some or all of your DOT drug and alcohol testing program on your behalf. As your designated C/TPA we act as your compliance partner, handling the administrative and regulatory requirements so your team can focus on running your business.

Do I need a C/TPA if I only have one driver?
Yes. Sole proprietor owner-operators with CDL licenses are required by FMCSA regulations to designate an independent C/TPA in the Clearinghouse to manage their random pool and queries. You cannot manage your own Clearinghouse reporting as both employer and driver.
How do I designate OnSite Employer Testing as my C/TPA?
Once you enroll with us we will provide step-by-step instructions for designating us in the FMCSA Clearinghouse. The process takes less than 10 minutes.
What is the difference between a consortium and a C/TPA?
A consortium is the random testing pool your drivers are enrolled in. A C/TPA is the administrator who manages that pool and your broader compliance program. We provide both services under one roof.
How quickly can I get enrolled?

What happens when one of my drivers is randomly selected?
We notify you immediately. You then have a specific window to have the driver tested. We coordinate with a certified collector in your area to complete the collection quickly and keep you compliant.
What is an MIS Report and do you handle it?
An MIS — Management Information System — report is an annual summary of your drug and alcohol testing program results required by DOT. It documents how many tests were conducted, how many were positive, and other program statistics. As your C/TPA we prepare and support submission of your annual MIS report so you never miss this requirement.
