DOT Consortium & TPA Services in Philadelphia, PA
Philadelphia's PhilaPort handles containers, steel, fruit, and autos along the Delaware River, and the Packer Avenue terminal alone covers about 160 acres. Carriers and drayage companies serving it need a DOT Drug & Alcohol Clearinghouse program that supports port and regional freight.
What is a DOT consortium / C/TPA?
A DOT consortium is a shared random testing pool that gives small and mid-size employers a way to meet the federal testing rules without their own program. We administer your pool, handling random selection and notification, collections, Clearinghouse queries, MRO coordination, and records.
Why it matters in Philadelphia
Chilean fruit is one of the port's signature cargoes: in 2024, the Packer Avenue terminal and the Gloucester Marine Terminal across the river in New Jersey handled more than 88 percent of the East Coast's Chilean fruit. That kind of perishable, schedule-driven cargo puts pressure on drayage and refrigerated carriers, who cannot afford idle trucks or a driver stuck out of compliance. Many of the carriers hauling it are small companies with a handful of tractors, and the shared pool keeps their testing documented in one place. Drivers who cross the river into New Jersey stay in the same federal pool.
Pricing
Consortium enrollment is priced by fleet size: $99 for 1 driver, $199 for 2-5 drivers, $349 for 6-15 drivers, $499 for 16-25 drivers, and $749 for 26-50 drivers. Fleets above 50 drivers receive a custom quote.
Get Me CompliantFrequently asked questions
Do drivers who cross into New Jersey need a separate program?
No. DOT testing is federal, so one random pool and one set of records cover your drivers in Pennsylvania and New Jersey.
Our refrigerated carriers are busiest during fruit season. How do we handle hiring?
Give us the start date for each new driver. Each one needs a full Clearinghouse query and a negative pre-employment drug test before driving.
Who keeps the Clearinghouse records, us or you?
Each employer is responsible for its own queries and the records that show they were run. We can run them for you and keep our side of the testing records current.
Is there a deadline for the annual limited query?
You must run it at least once every 12 months for each CDL driver. We can help you track when each is due so none are missed.
