DOT Consortium & TPA Services in New York, NY

New York City's freight system is dense: trucks serve the Hunts Point Food Distribution Center in the Bronx, move cargo to and from the airports and the port, and make daily deliveries in some of the most crowded streets in the country. Fleets based here need a DOT Drug & Alcohol Clearinghouse program that keeps documentation tight despite constant driver movement.

What is a DOT consortium / C/TPA?

A DOT consortium combines many employers into one random testing pool so each can meet the requirements of 49 CFR Part 382 without a stand-alone program. We serve as your Consortium/Third-Party Administrator, handling random selection and notification, collections, Clearinghouse queries, MRO coordination, and records.

Why it matters in New York

Hunts Point covers about 329 acres in the South Bronx and houses the city's produce, meat, and seafood wholesale markets. Refrigerated and general freight carriers serving those markets run early-morning schedules and hire drivers often. Small independent carriers are common, and many have only a few CDL drivers, which makes a shared pool the practical way to meet the random testing requirement. Companies that hire experienced drivers from other carriers also benefit from running the pre-employment Clearinghouse query before the first dispatch.

Pricing

Consortium enrollment is priced by fleet size: $99 for 1 driver, $199 for 2-5 drivers, $349 for 6-15 drivers, $499 for 16-25 drivers, and $749 for 26-50 drivers. Fleets above 50 drivers receive a custom quote.

Frequently asked questions

Our drivers start before dawn for the food markets. Can random testing still work?

Yes, but plan ahead. Selection happens at random, and the driver reports promptly for the test whatever the shift. Tell us your usual start times so we can review collection options with you.

Do we need to run a query on a driver we are hiring from another New York carrier?

Yes. A full Clearinghouse query is required before every new CDL driver performs safety-sensitive work, even if the driver has worked locally for years. The driver must give electronic consent in the Clearinghouse.

We have a mix of CDL and non-CDL delivery drivers. How do we handle them?

Only drivers who operate vehicles that require a CDL fall under DOT testing. Non-CDL drivers can be tested under your own company policy, which must be kept separate from the DOT program.

How soon after an accident does a test have to happen?

When an accident meets the DOT criteria, the alcohol test should happen within 8 hours and the drug test within 32 hours. Call us right away so we can help you arrange it and document what happened if a test can't be done in time.
