DOT Consortium & TPA Services in San Diego, CA
San Diego's Otay Mesa border crossing, which opened in 1983, is one of the busiest commercial crossings on the Mexico border and puts cross-border trucking at the center of the local freight economy. Carriers working this corridor need a DOT Drug & Alcohol Clearinghouse program that fits drivers who cross borders as part of their work.
What is a DOT consortium / C/TPA?
A DOT consortium gives employers a shared random testing pool that satisfies the federal requirement without the cost of a stand-alone program. We handle random selection and notification, collections, Clearinghouse queries, MRO coordination, and recordkeeping on your behalf.
Why it matters in San Diego
Otay Mesa connects San Diego with Tijuana, and State Route 905 carries truck traffic to and from the crossing. Many carriers here run short-haul shuttles between border-area warehouses and the crossing, while others move freight north into Los Angeles and beyond. Whether a particular driver is covered by U.S. DOT testing depends on where the driver is domiciled and what the carrier's operating authority says, and cross-border arrangements add paperwork. Send us your roster, and we can help you sort out who belongs in your pool and who falls under another program.
Pricing
Consortium enrollment is priced by fleet size: $99 for 1 driver, $199 for 2-5 drivers, $349 for 6-15 drivers, $499 for 16-25 drivers, and $749 for 26-50 drivers. Fleets above 50 drivers receive a custom quote.
Get Me CompliantFrequently asked questions
Do drivers who cross into Mexico fall under U.S. DOT testing?
It depends on where each driver is domiciled and licensed, and under which operating authority the carrier works. Send us your roster and operating details and we will help you sort out who belongs in your pool.
Our drivers only shuttle between a yard and the border crossing. Are they covered?
If the driver operates a vehicle that requires a CDL and the carrier is regulated by FMCSA, the driver is generally covered no matter how short the route. Short routes do not remove the testing requirement.
Will you handle Clearinghouse queries for drivers who work for several carriers?
Each employer is responsible for its own queries, and a driver's consent is given per employer in the Clearinghouse. We can run them for you once the driver has consented.
What does a small carrier do about reasonable suspicion testing?
A trained supervisor makes the determination, based on observed behavior, and the test is arranged right away. We can help you with the collection and the paperwork, but the supervisor must have completed the required training.
