C/TPA & consortium · Sacramento, CA
DOT Consortium & TPA Services in Sacramento, CA
Sacramento is the rail and distribution center of the Sacramento Valley and the state capital, with a deep-water port in neighboring West Sacramento that ships rice and receives cement. Carriers here need a DOT Drug & Alcohol Clearinghouse program that covers local delivery, agricultural hauling, and long-haul runs out of Northern California.
What is a DOT consortium / C/TPA?
Under 49 CFR Part 382, every employer with CDL drivers must have a random testing program, and a consortium lets small and mid-size employers share one pool. We administer yours from start to finish: driver selection, notification, collections, Clearinghouse queries, MRO coordination, and the records you need if you are audited.
Why it matters in Sacramento
The Sacramento Valley is built around rail and agriculture, and the area's trucking reflects both, from carriers feeding the rail yards to haulers moving farm products. West Sacramento's port adds bulk and project freight to the regional mix. Companies in the area range from a single owner-operator to multi-terminal fleets, and some run drivers across state lines into Nevada and beyond. A driver who crosses a state line is still covered by the same federal program, so one pool and one set of records serve a fleet wherever its drivers operate.
Pricing
Consortium enrollment is priced by fleet size: $99 for 1 driver, $199 for 2-5 drivers, $349 for 6-15 drivers, $499 for 16-25 drivers, and $749 for 26-50 drivers. Fleets above 50 drivers receive a custom quote.
Get Me CompliantFrequently asked questions
Do our drivers need separate testing if they run into Nevada?
No. Federal DOT testing rules apply the same way in every state, so one random pool and one set of records cover your drivers wherever they drive. State-specific requirements outside DOT testing are separate.
We just got our own authority. Do we enroll as an owner-operator?
Yes. A CDL owner-operator with their own authority is both employer and driver, and usually enrolls in a consortium and has the Clearinghouse registration the rules require. We can walk you through the steps.
What records should we keep for an audit?
Expect auditors to ask for your testing policy, proof of pool participation, test results, Clearinghouse query records, and supervisor training certificates. Because we maintain the testing records, you can ask us for what we hold.
What if a new hire has a prior violation in the Clearinghouse?
A driver with an unresolved violation cannot perform safety-sensitive work until completing the return-to-duty process with a Substance Abuse Professional. Run the query before the driver starts so you know before you dispatch.
